Our Story
Harlow Properties was founded on a simple belief: great communities start with great homes.
Rooted in a family legacy of property management and development, our founder, Justin Boudreau, spent his early years learning every facet of the business, from hands-on maintenance to tenant care. Those experiences shaped Harlow’s philosophy: property management isn’t just about buildings; it’s about people, relationships, and creating spaces where residents feel at home.
Today, Harlow manages over 200 units across Greater Moncton and is actively shaping the future of rental living with more than 500 new units planned over the next decade. From construction and development to property management and tenant support, we bring a meticulous, local approach to every project.

Meet the Team
Justin Boudreau
Justin grew up immersed in property management, spending his summers working hands-on in the family business – from maintenance and repairs to tenant care. Those early experiences shaped not only his skills, but also his people's first approach to real estate.
After earning his Mechanical Engineering degree from the Universite de Moncton in 2020, Justin combined his technical expertise with his passion for building strong communities. Over the years, he led major construction projects from concept to completion, gaining deep insight into both development and property management.
In 2023, Justin launched Harlow Properties with a vision: to create thoughtfully designed spaces and provide seamless rental experiences. His approach blends professional excellence with a local, community-focused touch, ensuring every property is more than just a building; it’s a place people are proud to call home.
Cara Duguay
With 15 years of experience in property operations, Cara brings expertise, efficiency, and a people-first approach to everything she does. At Harlow, she oversees day-to-day building operations, coordinates maintenance, and builds strong relationships with tenants to ensure every resident feels valued.
Cara is passionate about delivering seamless, stress-free living experiences and is known for her responsiveness and care. Outside of work, you’ll often find her at the arena with her family, bringing the same dedication to her personal life that she brings to her profession.
